Safely Remove USB Notification

Four Windows 7 computers all up to date as far as Dec. 2019.
Starting recently, if I had to guess I'd say in the past week, when I insert a USB device (stick or portable hard drive), I get the icon appearing in the tray.
When I right click and select to remove it, the icon disappears but I no longer get the balloon that tells me it is now safe to remove. This occurs in the two computers that are running 32 bit, one is Home and the other is Pro. The two 64 bit computers still have the notification appearing.

Searching has been a big waste of time:
1. The icon has not disappeared. Most of the fixes are for getting the USB icon to appear. The icon appears in all the computers when I insert a USB device.
2. Fixes I see direct you to regedit and this location
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Notification\Settings\Microsoft.Explorer.Notification.
Since this is for Windows 10, I'm not sure if missing this key is the problem or because I'm on Windows 7.
I am okay as far as HKCU\Software\Microsoft\Windows\CurrentVersion
but there is no Notification when CurrentVersion is expanded. This is true for all Win 7 computers so I suspect Win 7 doesn't have this key.
3. Yes, I've checked in Customize for the tray icons and it is set correctly. (see attachment)

When I go to Computer, right click and select eject from there, the notification does appear.

Any thoughts on why the 32 bit computers suddenly lost the "it is now safe to remove" notification?

Still searching and I found this (see attachment).
The problem with that is none of the four computers have Always show all icons and notifications on the taskbar. That means I can't uncheck something that is not checked.

I'll toggle the Windows Explorer Notification to not show notifications, shut down, cold boot then toggle it back on and see if it resets itself.
